Charlotte, N.C. - Dr. Jerry McGee is the longest standing college president in the state of North Carolina. McGee's also been recognized for his work on the college football field. He recently was inducted into the North Carolina Sports Hall of Fame after spending almost four decades as an official. Doug Kufner has his story.

Kansas? Thomas Robinson chosen by Sacramento with fifth pick in NBA Draft

The Sacramento Kings selected Kansas forward Thomas Robinson with the fifth pick in the NBA draft on Thursday night.

KU guard Tyshawn Taylor was taken by the Portland Trail Blazers with the 41st pick.

Robinson was considered perhaps the most NBA-ready player in the draft and the Kings need plenty of immediate help after missing the playoffs for a sixth straight season.

Robinson led the Jayhawks to the national championship game against Kentucky, where they lost 67-59. He averaged 17.9 points and 11.8 rebounds per game in 31.8 minutes in his junior season and led the nation with 27 double-doubles.

Robinson broke down and hugged his 9-year-old sister, Jayla, after NBA commissioner David Stern announced the Kings had drafted him in an emotional scene.

The New Orleans Hornets took Kentucky big man Anthony Davis with the first pick Thursday. Charlotte chose Kentucky forward Michael Kidd-Gilchrist, Washington took Florida guard Bradley Beal and Cleveland selected Syracuse guard Dion Waiters before Robinson was taken.

In January 2011, Robinson received a phone call from his young sister, who told him that their mother had died of a heart attack in his hometown of Washington, D.C. The two had been raised by their single mother, Lisa Robinson. In a span of three weeks, they had also lost their grandfather and grandmother, and Robinson?s father had never really been involved in his life. Jayla is expected to move to California with Robinson.

The Kings are coming off another disappointing season, finishing the shortened campaign 22-44 to miss the postseason once again. Coach Paul Westphal was fired after just seven games and replaced by Keith Smart, who will be back for his first full season next year.

With a run of high draft picks, the Kings have some pieces already in place, most notably center DeMarcus Cousins, who averaged 18.1 points and 11 rebounds per game in his second season.

Tyreke Evans, the 2010 Rookie of the Year, had career lows with 16.5 points, 4.6 rebounds and 4.5 assists per game, and ended the season as a small forward after playing point guard for his first two seasons.

Isaiah Thomas, the final pick of last year?s draft, took over the starting point guard role and averaged 11.5 points per game. He was much more effective than first-round pick Jimmer Fredette, who averaged 7.6 points per game and shot 39 percent from the field.

Robinson will provide a big boost defensively to the team that allowed the most points per game in the NBA last season.

Sacramento also has the sixth pick in the second round, No. 36 overall.

The Kings also announced that one of last year?s second-round picks, forward Tyler Honeycutt, has a stress fracture in his right foot and will be in a walking boot for three weeks. Honeycutt will miss summer league and will be out for six weeks. Honeycutt averaged 1.3 points in 15 games as a rookie.

Twitter plans to censor tweets: Report

SYDNEY: Popular micro blogging platform Twitter has planned to introduce measures to reduce the visibility of hate speech on the website, according to a report.

According to the firm's Chief Executive Dick Costolo, one solution would be to hide tweets from dubious accounts.

"One solution would be to hide from users' reply page tweets from individuals that are not seen as authoritative," Costolo explained.

These would include users with no followers, no biographical information and no profile picture who just posted abuse on other people's timelines, The Herald Sun reports.

According to a FT.com report, Costolo also admitted this move could diminish the democratic nature of the site.

He also said that the new move was not necessarily in line with the company mantra that 'tweets must flow'.

Walter J. Zable, namesake for W&M's football stadium, dies

In 1935, the College of William and Mary played its inaugural football game at its newly dedicated Cary Field stadium, battling the University of Virginia to a 0-0 tie.

Walter Joseph Zable, who would earn a bachelor's degree in mathematics and physics from William and Mary in 1937, played in that game.

Mr. Zable, who turned down a scholarship from Harvard University to accept one in Williamsburg, became an honorable mention All-American in football and lettered in baseball, basketball and track. He later played for the Richmond Arrows.

William and Mary is where he met Betty Virginia Carter, a 1940 alumna he married while he was still in school.

Staunch school supporters, the Zables gave their alma mater $10 million in 1990, which prompted the board of visitors to rename the football and track and field venue Zable Stadium at Cary Field.

Williamsburg and Tribe athletics remained close to Mr. Zable's heart until he died Saturday at 97 in a San Diego hospital.

Arrangements for a memorial service are pending.

"Every college and university has a few graduates who are larger than life, whose accomplishments are simply extraordinary, and whose loyalty to their alma mater is the stuff of legend," said W. Taylor Reveley III, president of William and Mary.

"Walt Zable was such an alumnus at the College of William and Mary. He was deeply devoted to William and Mary -- one of those alumni for whom lifelong ties to his alma mater meant a lot to him.

"He was particularly generous in annual giving ? the lifeblood of the college operating budget.

"The last time I saw him at the college and had him to lunch, we drove around in a golf cart. He was extremely interested in seeing all the new construction, especially the athletic facilities."

Bobby Dwyer, senior associate athletic director for development at the school, noted that "whether it was giving for scholarships, facilities, endowments, whatever ? he was always there. And he was so generous that he inspired others to give."

At his death, Mr. Zable, who was founder and still president, CEO and chairman of Cubic Corp., was the oldest chief executive of any publicly traded company.

A Los Angeles native, he grew up in Boston, where a crystal set ignited a lifelong interest in electronics. He returned during the early 1940s to California, where he started a microwave technology business in his garage. He moved his business to Point Loma, Calif., where Cubic debuted its first profitable product in 1951 ? a device that measured the power of microwaves.

Cubic was a pioneer in postwar electronics, developing products like automatic elevators, electronic sports scoreboards and electronic voting equipment. It also had made distance-measuring devices that revolutionized offshore activities such as oil drilling and laying pipe.

The San Diego-based engineering and technology business, which employs more than 7,800 workers and posted revenue last year of $1.28 billion, now is known as a defense contractor that supplies electronic flight and ground forces training systems to militaries, produces mission-support services to the Pentagon and makes automated fare payment equipment for some of the world's largest public transit systems.

Mr. Zable's wide philanthropic interests included California colleges and his community.

He had been a director of the National Football Foundation and the College Football Hall of Fame, which inducted him in 1981.

His wife died in 2007. Survivors include a son, Walter C. Zable of Del Mar, Calif.; a daughter, Karen Cox of Danville, Ky.; and five granddaughters.

Position Overview:

Fears, hopes grow for Sony under new president

(AP) ? The record 9,000 shareholders that packed Sony's annual meeting was no cause for celebration. After four years of losses and a halving of the share price, some angry investors doubt even a new CEO can pull the entertainment and electronics giant out of its slump.

The questions for management at a Tokyo convention hall this week were familiar ones, but only growing harsher. How is Sony Corp. going to regain its past glory? Is Sony finished? When is the red ink ever going to stop?

One man got up and began shouting. One by one, shareholders demanded to know why management didn't have more fresh faces, asked if the quality of Sony products was dropping, and even wondered whether Sony faced the risk of total collapse.

Once an icon of Japan Inc. with its portable Walkman music player and Trinitron TV, Sony reported the worst loss in its 66-year corporate history for the business year ended March with red ink of 457 billion yen ($5.7 billion). Profitability was battered by factors outside Sony's control such as last year's tsunami disaster in northeastern Japan, flooding in Thailand, the global economic slowdown and a soaring yen.

But most critically, Sony stumbled in the face of powerful, often cheaper, rivals such as South Korea's Samsung Electronics Co., which dominates the global TV market. Sony has lost money for eight straight years in its TV business. Sony's glamor image is fading next to Apple Inc.'s iPod, iPhone and iPad, now bigger hits not only globally but also in Sony's Japanese home market, displaying the kind of ingenuity that was once prized as Sony's.

"We take the problem Sony's electronics business is facing very seriously, and we feel a sense of crisis," said Kazuo Hirai, the former head of Sony's game division who has taken over as CEO and president from Howard Stringer.

Decades ago, Sony co-founder Akio Morita was praised as a pioneer in unifying entertainment with technology to deliver dazzling fun gadgets such as the Walkman. He was a hero, helping fix Japan from wartime devastation, and catapulting a nation's technological wizardry to the global stage. Steve Jobs often sung the praises of Sony.

The company seemed to mirror and exemplify Japan's own rise as an economic and manufacturing power. Then something started going wrong. Critics often point to Sony's miscalculation of the strength of its digital music players over the last decade as a telling sign it had lost its way. Although Sony had developed digital music players early on, it failed to woo users by sticking to an unpopular proprietary format and not working on compatibility with the widespread MP3 format.

Now Sony's repeated promises of a revival have worn thin and are met with skepticism.

Stringer, who stepped down as CEO in April, pleaded with investors to support Hirai to carry out initiatives under the slogan of "One Sony." It's a strategy of removing barriers between the Tokyo-based manufacturer's sprawling divisions that span electronics, movies, music, banking and games so they all work better together.

But as soon as he stopped speaking, one stockholder asked why Stringer, who had hand-picked Hirai as his replacement, was staying on as chairman when Sony's performance had been so dismal under his seven-year tenure.

Hirai is promising to focus on image technology exemplified in sensors, broadcasting equipment and digital cameras to bring back Sony, but it faces competition from Samsung there as well.

"Japan excels in that core technology," Osamu Kumamoto, director at Asahi Electronics Co. of Japan, which offers image and robotics services, said at a recent manufacturing convention in Tokyo. "But Samsung is very advanced, too."

Hirai is also banking on games, the sector he knows best, having led Sony's U.S. game operations since 2006.

Sony has long faced tough competition from Nintendo Co. and Microsoft Corp. which makes the popular PlayStation machine. But the popularity of the iPhone and other devices that also offer games means Sony will increasingly be threatened by a host of electronics makers.

Still, Hirai departed from the line of his predecessors and didn't stress Sony's prowess in TVs. He only promised to stop the red ink.

Under Hirai, Sony has ended its joint venture in liquid crystal displays for TVs with Samsung to boost profitability. Sony fell behind in flat panel TVs and invested in a Samsung panel factory in 2004, to ensure a steady supply for LCD TVs.

Koichiro Hagiwara, senior analyst at Tokai Tokyo Research Center, said Hirai might be able to make a difference because of his understanding of entertainment and gadgetry.

"People have said the long promised synergy between software and hardware is a ghost that no one has ever seen," said Hagiwara. "But if anyone can make it real, it's Hirai."

Hirai is also promising to strengthen Sony's smartphone offerings, taking full control over its joint venture with Swedish telecommunications company Ericsson.

He has already said the company will cut 10,000 jobs, or about 6 percent of its global workforce. The job cuts come on top of a couple of rounds of layoffs under Stringer.

Hirai declined to detail upcoming products, saying that must be kept secret to stay competitive. But he acknowledged cost cuts, regrouping and promises won't be enough to revive Sony.

"We need to make sure our customers are moved by our products. We need to pique their curiosity," he told shareholders. "I want our shareholders to feel that Sony has changed."

Sony shares have lost about half their value over the past year to trade recently at about 1,000 yen ($12).

The changes at Sony underline a bigger shift in Japanese electronics to expand into businesses that sell to other businesses, rather than consumers.

There is speculation Sony will tie up with Japan's scandal-tainted Olympus Corp., which boasts a strong medical equipment division. Hirai declined comment on Olympus, but reiterated Sony wants to strengthen its medical business.

Panasonic Corp., which also suffered record losses, is vowing to turn itself around by focusing on such "business-to-business" sectors, including solar panels and batteries for autos, although it's not exiting consumer electronics.

In a reversal of a historical rivalry made famous by the 1980s video format wars between Sony's Betamax vs. Panasonic's VHS, the two companies are joining forces to develop next-generation TV display technology called OLED, or organic light-emitting diode, panels, aiming for low-cost mass production by 2013.

Samsung is planning to start selling TVs with big OLED screens later this year. OLEDs use a different technology than liquid crystal displays and deliver very clear, vivid imagery. Sony was the first in the world to sell an OLED TV, with an 11-inch model in 2007, but it wasn't a strong seller, partly because of its small size and high price.

Despite Hirai's promises to revive Sony, Kazuo Bando, a Tokyo retailer who owns 5,000 Sony shares and was at the shareholders meeting, wasn't feeling too confident.

"The management has failed," he said. "I am worried. I lost a lot of money."

EU summit works on short-term support for Spain, Italy

BRUSSELS (Reuters) - European finance officials were working on urgent measures to ease financial market pressure on Spain and Italy, which are too big to bail out, as EU leaders began a summit on Thursday deeply divided over how to resolve the euro zone's debt crisis.

French President Francois Hollande said on arriving at his first full European Union summit after six weeks in office that he expected agreement on emergency steps to help euro zone partners whose borrowing costs had reached unsustainable levels.

"I have come here to get very rapid solutions to support countries in the greatest difficulty on the markets even though they have made considerable efforts to restore their public finances," Hollande told reporters.

Three EU sources said work was focused on using the euro zone's temporary EFSF rescue fund and a future permanent ESM bailout fund to buy new Spanish and Italian bonds as they were issued to underpin their bond auctions.

Rome and Madrid have been pleading for help but have received a cool response from Berlin and other capitals.

The funds will have a maximum firepower of 500 billion euros ($625 billion) once the ESM is fully stocked in 2013, minus 100 billion euros already earmarked to aid Spanish banks.

The sources said an agreement could be clinched at a meeting of the 17 euro zone leaders on Friday after the regular 27-nation EU summit ends.

"We've got to look at existing instruments, and both the EFSF and the ESM, once it is active, have the capacity to buy bonds in the primary market. That's the area that makes sense to operate on," one official said.

Italy and Spain would still have to request assistance, which they have been loath to do, and would be subject to fiscal policy conditions and international monitoring. But they might not be required to do more in austerity and structural reforms than they have already undertaken, the sources said.

Dutch Prime Minister Mark Rutte, leader of one of the most hardline north European creditor countries, said the euro zone could use its existing tools to solve the market problem.

It was the 20th EU summit since the still-widening euro zone sovereign debt crisis began in early 2010 after Greece disclosed its public deficit was far higher than previously reported.

Financial analysts and political leaders played down any prospect of a rapid solution to the turmoil which has forced Greece, Ireland, Portugal and now Spain and Cyprus to seek international bailouts.

Reflecting public anxiety about the future of the single currency, European Parliament President Martin Schulz told the summit: "Today, people throughout Europe are casting worried eyes towards Brussels, towards this summit meeting, because they fear that our European project is one step away from disaster."

Positions were so far apart that even before Thursday's meeting began EU sources said there was the prospect of another summit in July to try to bridge the differences.

"NEIN! NO! NON!"

Merkel is being urged at home to hang tough and reject all efforts to make Germany underwrite European borrowing or banks, which some of her partners say that may be the only way to save the single currency.

"Nein! No! Non!" shouted a headline splashed across the front page of the normally sober German business daily Handelsblatt, with a commentary by its editor-in-chief saying Merkel must remain firm at the two-day summit.

Spain and Italy are pleading for emergency action to bring down their spiraling borrowing costs before they are forced out of the bond market. They want the euro zone's rescue funds or the European Central Bank to intervene fast.

Italian Prime Minister Mario Monti is also under mounting domestic pressure to achieve results or risk seeing his technocratic government fall within a few months as the centre-right and centre-left parties that support him jockey for position before an election due in 2013.

A senior German government source, briefing reporters in Berlin before the summit, played down the leap in Spanish and Italian borrowing costs.

"We would warn against exaggerated panic-making," he said.

European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso have set long-term goals of creating a euro zone treasury to issue joint bonds in the medium-term, and establishing a banking union with central supervision, a joint deposit guarantee and a resolution fund.

Merkel insists that fundamental reforms to give European Union authorities power to override national budget and economic policies must come before any further shared liability.

Germany has enjoyed an export boom even as the crisis has spread, removing any sense of urgency among voters for radical steps to support other countries. The economic pain is only just starting to affect Germans, with growth slowing and unemployment creeping up in June.

"It's crucial for us to avoid taking measures that would ease pressure on southern Europe to reform. That is why I seriously question a rapid transition to a banking union, or eurobonds," Dutch premier Rutte told his parliament. "That would result in a sort of 'paracetemol effect' for southern Europe, like the effect performance enhancers have on athletes."

TURMOIL

The euro hit a three-week low and world stocks fell as investors bet that this latest summit would fail to produce concrete measures to tackle the crisis, sending 10-year Spanish government bond yields above the danger level of 7 percent.

Italy had to pay its highest yield since December of 6.19 percent to sell 10-year debt on Thursday, helped by domestic demand and a smaller-than-average sale.

Many international investors have deserted Spanish and Italian debt, pushing yields to levels that Madrid at least cannot afford for long as it tries to save banks ravaged by a property market collapse and rein in an overshooting deficit.

Merkel has previously dismissed pleas from Rome and Madrid for rapid measures to support their bonds.

France's Hollande advocates joint "eurobonds", which would bring down borrowing costs for the weak because the pool of guarantors would include the strongest - principally Germany.

Germany, by contrast, does not want to use its credit rating to support others unless they share control of tax and spending powers first. Hollande and Merkel met in Paris on Wednesday evening to try to narrow their differences.

While they agreed on a package of measures to promote growth trumpeted as being worth 130 billion euros - the first item on Thursday's summit agenda - there was little sign of a meeting of minds on the thornier crisis-resolution issues.

Austrian Chancellor Werner Faymann said the 17-nation currency bloc's permanent rescue fund, the European Stability Mechanism (ESM), due to start operating next month, should be turned into a bank and allowed to borrow from the ECB, which could quadruple its 500 billion euro ($625 billion) warchest.

That backed proposals by Monti to leverage up the rescue funds to underpin troubled countries' bonds. But ECB chief economist Peter Praet said he was "very skeptical" of Monti's idea, which would greatly increase the central bank's exposure.

Speaking in parliament on Wednesday, Merkel said she considered joint euro bonds and bank deposit guarantees illegal, economically wrong and politically counterproductive.

Finnish Europe Minister Alex Stubb told Reuters that Europe should prepared to live in a state of crisis for the rest of the decade. But he said a stronger and more resilient continent would eventually emerge.

"It is an existential crisis, but it's probably the best crisis we've had. It's forcing European leaders to take very difficult decisions and as we all know very few difficult decisions have been taken in a relaxed atmosphere," he said.

Issa challenges Obama executive privilege claim

WASHINGTON (AP) ? With a vote looming to hold Attorney General Eric Holder in contempt of Congress, a House committee chairman is challenging President Barack Obama's claim of executive privilege, invoked to maintain secrecy for some documents related to a failed gun-tracking operation.

Obama's claim broadly covers administration documents about the program called Operation Fast and Furious, not just those prepared for the president. But Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee that recommended the contempt charge, maintains the privilege is reserved for documents to and from the president and his most senior advisers.

In a letter to the president dated Monday and made public Tuesday, Issa cited an appellate court decision to back his claim and questioned whether Obama was asserting a presidential power "solely for the purpose of further obstructing a congressional investigation."

Some experts agree with the president's view that all executive branch documents are protected from disclosure. Ohio State University law professor Peter Shane, a specialist in presidential power, says executive privilege historically covers documents generated anywhere in the executive branch.

Behind the legal argument is a political dispute. House Republican leaders are pressing for a contempt vote against Holder by Friday, unless they can work out a deal that breaks through the administration's privilege claim.

Holder's offer last week to turn over some documents ? the Justice Department has provided 7,600 records so far ? was rejected by Issa because he contended the attorney general was demanding an end to the committee's investigation.

Ironically, the documents at the heart of the current argument are not directly related to the workings of Operation Fast and Furious, which allowed guns to "walk" from Arizona to Mexico in hopes they could be tracked.

Rather, Issa wants internal communications from February 2011, when the administration denied knowledge of gun-walking, to the end of the year, when officials acknowledged the denial was in error. Those documents covered a period after Fast and Furious was shut down.

In Fast and Furious, agents of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives in Arizona abandoned the agency's usual practice of intercepting all weapons they believed to be illicitly purchased. Instead, the goal of gun-walking was to track such weapons to high-level arms traffickers who long had eluded prosecution and to dismantle their networks.

Gun-walking long has been barred by Justice Department policy, but federal agents in Arizona experimented with it in at least two investigations during the George W. Bush administration before Fast and Furious. These experiments came as the department was under widespread criticism that the old policy of arresting every suspected low-level "straw purchaser" was still allowing tens of thousands of guns to reach Mexico. A straw purchaser is an illicit buyer of guns for others.

The agents in Arizona lost track of several hundred weapons in Operation Fast and Furious. The low point of the operation came in Arizona in 2010, when Border Patrol Agent Brian Terry was killed in a firefight with a group of armed Mexican bandits and two guns traced to the operation were found at the scene.

Issa, in his letter to the president, wrote, "Courts have consistently held that the assertion of the constitutionally-based executive privilege ... is only applicable ... to documents and communications that implicate the confidentiality of the president's decision-making process."

The letter said that while the privilege covers only the president and his advisers, it is a qualified privilege that can be overcome by a showing of the committee's need for the documents.

Shane, the Ohio State professor, said: "Executive privilege is really an umbrella concept that encompasses a variety of privileges. History's most famous claim of executive privilege ? President Richard Nixon's unsuccessful attempt to withhold the Watergate tapes ? was an example of 'presidential privacy privilege.' That privilege covers executive communications when the president is involved."

He said the executive branch historically claims a much broader privilege, the so-called deliberative privilege. That claim tries to protect documents generated anywhere in the executive branch that embody only the executive's internal deliberations, not final policy decisions. The current dispute involves deliberative privilege, he said.

Issa quoted from a 1997 case in the U.S. Court of Appeals for the District of Columbia Circuit in which the court said the privilege should not extend to staff outside the White House in executive branch agencies.

Rather, the court said, it should apply only to "communications authored or solicited and received by those members of an immediate White House adviser's staff" with responsibility for formulating advice for the president.

President George W. Bush invoked executive privilege for the first time in his administration to block a congressional committee trying to review documents about a decades-long scandal involving FBI misuse of mob informants in Boston.

Egypt army, Islamists in talks to resolve impasse

CAIRO (Reuters) - Egypt's war of words between the ruling generals and Islamists who paraded their popular strength on the streets on Friday may be resolved by discreet negotiations going on between the two old enemies behind the scenes.

Senior figures on both sides told Reuters they had several meetings during a past week marked by confrontation over moves by the army before and after the presidential election which opponents said were aimed at entrenching military rule.

A further meeting, as early as Saturday, may be followed by an announcement of the election result - the Muslim Brotherhood claims it has won. A compromise may help pull protesters off the streets and usher in a new phase of the wary power-sharing that has marked Egypt's passage from revolution to democracy.

Such an outcome would probably be welcomed by the United States, the long-time sponsor of the army during decades of military rule under Hosni Mubarak, which has called on the army to honor a promise of civilian government but shares some of its fears about handing untrammeled power to the Islamists.

"We have met with them to discuss how to get out of this crisis after parliament was dissolved and the new president's powers curbed," Khairat al-Shater, who runs the Brotherhood's finances and strategic planning, told Reuters late on Thursday.

"But the generals feel they are the proprietors of power and have not yet reached a level of real compromise."

Major General Mamdouh Shaheen, a member of the Supreme Council of the Armed Forces (SCAF) which took sovereign power from Mubarak, confirmed the recent meetings and repeated the army's commitment to a democratic transition.

But he echoed a strong statement issued by SCAF on Friday as the Islamists packed Cairo's Tahrir Square. It rejected the Brotherhood's call for the cancellation of a June 17 decree that gave extra powers to the military council after the election of a civilian president and said it was necessary for the interim.

"The constitutional decree is the exclusive authority of the military council," Shaheen told Reuters, also late on Thursday.

That decree followed the dissolution of a parliament elected in January with an Islamist majority. The army says its move was dictated by judges who found that some voting rules had been unconstitutional. By decree, SCAF took over legislative power until a new constitution is in force, effectively limiting the new president's ability to rule without military approval.

RESULT STILL UNCLEAR

Officials on both sides, and among those engaged in running the presidential election, insisted the result of the run-off vote itself was not being bargained over. A delay in giving the result, between the Brotherhood's Mohamed Morsy and former general Ahmed Shafik, was due to a large volume of appeals and allegations of irregularities, as the electoral commission says.

However, much of the negotiation in recent meetings between military and Brotherhood leaders seems based on an assumption of Morsy winning. While that is not certain to happen, sources in the military and the electoral commission have consistently told Reuters since the weekend vote that Morsy is ahead in the count.

A senior state official involved in overseeing the national vote tally - though not in the electoral commission - said that the delay in announcing the election result, while genuinely the result of large numbers of appeals by the candidates, had bought valuable time as the military and Brotherhood negotiated.

"There has definitely been the process involved in tallying the official vote before announcing results," he told Reuters on Friday. "But there is also the politicking behind the scenes, with each side weighing up the strength of the other.

"The Brotherhood can draw millions of disciplined supporters onto the streets and the army has a mandate to ensure order."

Compromise is not easy between arguably Egypt's two most powerful institutions, who share a long, violent history that is written into the life stories of those at the negotiating table.

But in the 16 months since the generals pushed aside their old commander Mubarak to appease the demonstrators, a level of cooperation has developed - one that has dismayed many of those who want neither entrenched military nor religious rule.

The cooperation frayed in recent months, as the Brotherhood stepped up its ambitions, fielding more candidates to take a bigger share of parliament than it had planned, then reversing a decision not to seek the presidency. Shater himself was the favored candidate, before he was disqualified by a court.

The apparent frequency of contact this week, even as the public rhetoric between the two sides has sharpened, may suggest that cooperation may continue in the months to come.

MUTUAL SUSPICION

Each side fears the other having total control, not only in formal government institutions but through informal ties in, for example, the judiciary, major businesses and indeed inside the military itself, where some officers are sympathetic to the Islamists. The Brotherhood sees a "deep state" left intact after Mubarak. The army fears an Iranian-style clerical takeover.

Much of the discussion between them has been over how far the SCAF builds in to the developing constitutional arrangements new limits on the powers of various arms of the state.

The generals, mistrustful of the Islamist group's long-term plans, say they cannot relinquish power before Egypt has a new constitution, over which they intend to have a considerable say before it goes to a vote, to guarantee their interests.

Shaheen, one of those most involved in drafting interim laws, said he wanted to "ensure a balanced political process".

The United States has also stressed that, while it wants a free election, it also wants to ensure that it is not the last election before some form of theocracy takes over nor won by a group which might abuse human rights by majority will.

Privately, another member of the military council, said he and his colleagues were worried about "inexperienced civilians in command who could steer the state in the wrong direction".

That is an attitude which frustrated Shater: "They meet with us and others; they say what they want to say; they listen a little. But at the end of the day they do what they want."

Effectively, SCAF has shown it will not tolerate Islamists controlling both parliament and the presidency, and with those institutions, the constitutional drafting process.

"The army would be in trouble if an Islamist bloc gained traction in the country," the senior state official involved in the election said. "Any bloc is a threat to its prerogatives.

"There is a specific role the Brotherhood must play in the coming period - and they must not go beyond it."

Having, dispensed with the legislature, the military council has shorn the post of head of state, last occupied by Mubarak, of many of its trappings, not least its own budgetary control - now run by a general appointed by SCAF head Field Marshal Hussein Tantawi - and its once independent military unit, the Republican Guard, whose disbandment was announced on Friday.

While the Brotherhood has said it rejects the new decree and the dissolution of parliament, it has also offered a negotiating position: since the court's problem with the parliamentary election concerned only a third of the seats, then those members should be barred, while the rest of the legislature still meets.

"This would at least solve 75 percent of the problems we find with the decree, which gives the military council a veto over everything," Shater said.

But the military council, which says it cannot overturn the decision of the court, has resisted that. The state official dismissed the Brotherhood's proposal for parliament as a "maneuver", and reflected an unrealistic attitude to the negotiations, in which the army would keep the upper hand.

On the military council itself, one member said: "You have to remember that Egyptian political forces are at the early stages of democracy," he said.

"Many mistakes were made and there is much to be learned."

Florida man defends dinosaur's import

A Florida dealer of fossils who acquired the remains of a dinosaur that the government plans to seize says he is "not some international bone smuggler" and that he risked his finances and reputation to put together the skeleton to promote a love of science in others.

Eric Prokopi, 37, struck back Thursday at the U.S. government's account of the Tyrannosaurus bataar fossil it seeks to hand over to Mongolia.

"I'm just a guy in Gainesville, Florida trying to support my family, not some international bone smuggler," he said in a statement obtained by The Associated Press.

He said transforming chunks of rocks and broken bones "into an impressive skeleton took thousands of hours and every penny my wife and I had, but it was fascinating."

"We were thrilled and couldn't wait to share him with the world, and hoped it would inspire others to see the magic of paleontology and develop a love of science and appreciation of nature," Prokopi said.

Prokopi contested government claims in papers it filed in federal court in Manhattan this week that the skeleton was brought from Great Britain to Gainesville in March 2010 with erroneous claims that it had originated in Great Britain and was worth only $15,000. It was sold at auction last month for more than $1 million, though the sale is contingent upon the outcome of litigation.

A judge earlier this week said the government could seize the 8-foot-tall, 24-foot-long skeleton from a Queens art storage facility because it appears the government will succeed in its claims. The skeleton was scheduled to be picked up Friday. Prokopi accused the government of caving to the will of Mongolia, saying he hoped "the American legal system will uphold the American laws and not sacrifice my rights and freedoms to please a foreign government out for a political trophy."

The commercial paleontologist said that the U.S. government wrongly claimed he misrepresented what was being imported and its value.

"I can wholeheartedly say the import documents are not fraudulent, a truth I am confident will be brought to light in the coming weeks," he said. "The value was declared much lower than the auction value because, quite simply, it was loose, mostly broken bones and rocks with embedded bones. It was not what you see today, a virtually complete, mounted skeleton."

Ellen Davis, a spokeswoman for government lawyers, declined to comment Thursday.

Prokopi said and his wife hoped the skeleton would be bought by a museum or collector who would put it in a public forum, but the controversy that erupted caused museums to back out of the sale.

Prokopi also challenged assertions by experts that the skeleton had to originate in Mongolia, saying it was true that they are mainly known to come from the Gobi desert of Mongolia, "but they've also been found elsewhere, and it's certainly possible a new locality with complete specimens was discovered in another country."

He said they were "stunned by some of the public's reaction to the sale because commercial paleontology and private collectors are a vital part of bringing some of nature's most precious treasures to museums worldwide."

Prokopi also challenged claims by some experts that the skeleton was collected poorly.

"I believe this specimen was expertly excavated, and the only damage that was done was caused by the elements," he said. "The claws and some teeth had weathered away and some teeth had slipped out before burial. "Other than the diggers, there is no way for anyone to know for certain when or where the specimen was collected," Prokopi said.

He said he was "headed toward total financial ruin" because the lost sale of the dinosaur had "irreparably devastated my family financially, it has cost several people their jobs, taken an emotional toll on my life and two young children and damaged my reputation as a commercial paleontologist."

Prokopi added: "If it weren't for people like me, some of these bones would just turn to dust and none of us would ever get to see or study them."
